Annual meeting 2018

The meeting brought together officials from the member countries of the NPG for focused discussions over two days, followed by a National Seminar for Ghana. The discussions were organized in the form of short presentations from government and national oil company (NOC) officials from producer countries as well as executives from oil and gas companies. The presentations were followed by working group discussions with recommendations that were presented and interrogated further.

New Petroleum Producers Urged to Heed ‘Local Context’ in Policy Making

Emerging petroleum producing countries have been urged to carefully consider country context when forming local content policies – or risk long-term drawbacks to the development of the sector. This was one of the conclusions from a local content workshop held in Beirut over 21-23rd May which included representatives from Namibia, Guyana, Ghana and Uganda.

Local Content Policy Implementation

The New Producers Group organized a workshop in Beirut on 21–23 May 2018 on local content policy design and implementation in collaboration with the Lebanese Petroleum Administration (LPA) and the Norwegian Oil for Development programme. The workshop was held just a few months after Lebanon signed its first petroleum licences. There is keen interest in Lebanon in the economic opportunities this emerging sector will create. Lebanon’s local content policy was naturally a focus of discussions, but the workshop was equally concerned with exploring a diverse range of international experiences.

National Seminar for Suriname – English

The National Seminar for Suriname was held in Paramaribo on 18 October 2017, during the annual meeting of the New Petroleum Producers Discussion Group. The National Seminar for Suriname brought together representatives from the ministries of natural resources, labour, finance, commerce and industry as well as the maritime authority, members of parliament, Suriname’s business association, civil society leaders, and oil industry representatives.

National seminar for Guyana, Good Governance: Preparing for First Oil

The Good Governance: Preparing for First Oil in Guyana seminar was held in Georgetown on the 17 and 18 November 2016. Following the significant oil discovery made offshore in Guyana, this seminar was designed to help policymakers prepare for first oil production; to review policy options (and the trade-offs involved in pursuing the various options); and to discuss what changes in laws and institutions would be required to best prepare for oil production.
